Wow, this thread is only 5 posts in and already has some top notch advice in it...
The best way to fit a solo/small gang PVP Stratios is armour buffer + neuts. You get 60k EHP out of a Stratios pretty easily while still being able to fit 3x medium neuts. When you're hunting PVE ships, the 3 neuts are more than enough to cap out anything you're likely to run into in the lower classes. They don't shut off missiles obviously but PVE tengus are not know for their tank once they have no cap.

Note that this fit requires a 5% grid implant which people seem to get all huffy about. If you don't want to fork out for one, you can drop the afterburner and if all fits with a 1% implant.
Fit gets 60k EHP and 450 DPS with Geckos. Fill the rest of the bay with an assortment of drones to taste.
(Midgrade slave add 11k EHP for the fancier pilots.)
You can use this just fine against other PVP ships too, just be aware that you do relly on your neuts to shut down incoming DPS of larger ships and on your drones for DPS.
Overall I like this ship a lot and would recommend it over ANY cloaky T3 ship/fit.
Your engagement profile is obviously still limited but is made a lot broader by your full rack of neuts. You're also faster and more agile than an armour T3 which makes a big difference.
Fly with a mobile depot in cargo along with an armour rep to fix up between fights and spare drones.
PS: Never, ever, fly a covops legion as anything other than a joke...
